Op 30 oktober 2015 brak er in nachtclub Colectiv in Boekarest een grote brand uit. Het werd een van de grootste rampen uit de recente Roemeense geschiedenis, met aanvankelijk 27 doden en 180 gewonden. Binnen enkele dagen braken felle protesten uit, die leidden tot het aftreden van de sociaaldemocratische regering.
Regisseur Alexander Nanau volgt een aantal hoofdrolspelers in de nasleep van de ramp, vanaf het moment waarop bekend wordt dat 37 van de gewonden zijn gestorven aan bacteriële infecties in lokale ziekenhuizen. Hij spreekt met journalisten van een nationale krant, die ontdekken dat de ziekenhuizen sterk verdunde desinfectans gebruikten, met de minister van Volksgezondheid in de tijdelijke technocratische regering en met de slachtoffers van een corrupt zorgsysteem in een disfunctionele staat.

On October 30, 2015, a serious fire broke out at the Colectiv nightclub in Bucharest. It was one of the worst disasters in recent Romanian history, with an initial 27 people killed and 180 injured. Within a few days, fierce protests erupted, leading to the resignation of the Social Democratic government.
Director Alexander Nanau follows a number of key figures in the aftermath of the disaster, from the point where we learn that 37 of the injured died of bacterial infections in local hospitals. We hear from newspaper journalists who discover that the hospitals use diluted disinfectants, the minister of health in the temporary technocratic government, and the victims of a corrupt health care system in a dysfunctional state.
