De filmmaker volgt twee jaar lang het leven en werk van de controversiële Chinese communistische burgemeester Geng Yanbo (bijnaam: Demolition Geng), die de stad Datong radicaal hervormt.
De stinkende mijnstad wil hij op de kaart zetten door de verdwenen antieke stadsmuur te herbouwen. Zo moeten cultuur en toerisme de nieuwe economische dragers worden. Maar voordat dat kan gebeuren, moeten maar liefst 140.000 huishoudens (500.000 mensen) worden geherhuisvest om de nieuwe oude muur op de juiste plaats te bouwen.
De film is verbazingwekkend openhartig omdat de burgemeester steeds op de voet wordt gevolgd. Zijn veranderende ideeën en de confrontaties met de bewoners worden (quasi) ongecensureerd in beeld gebracht. Een verrassend einde geeft de film een veelbetekenende cliffhanger.

The film-maker spent two years documenting the life and work of the controversial Chinese communist Mayor Geng Yanbo (nickname: Demolition Geng), who radically remodels the city of Datong.
He wants to put the stinking mining town on the map by rebuilding the vanished, ancient city wall, thereby making culture and tourism the new economic pillars. But before that happens, as many as 140,000 households (500,000 people) have to be relocated so that the ‘new’ old wall can be built in the right place.
The film is astonishingly open-hearted because the mayor is constantly followed from close range. His changing ideas and confrontations with inhabitants are filmed in a seemingly uncensored manner. A surprising end adds an ominous cliffhanger to the proceedings.
